High Water Mark The threat of catastrophic flooding looms over a town in British Columbia's interior after a winter of record snowpack. The citizenry, convinced their dike will protect them, stonewall Provincial Emergency Program coordinator, Gavin McLeod, sent to help them prepare for the worst. Brewing enmity with town councillor, Blake Logan, culminates in a stand-off over a portion of the dike on Logan's ranch. Gavin's strongest ally is the lovely but unavailable Dana Oleson but he is unaware that his adversary is stalking her. With her home, her livelihood, her very life hanging in the balance, his need to prevent disaster becomes a frantic race against time. The raging river bursts the dike.
