When EUOPS headquarters calls Greta Steiner the new EUOPS Southern Area Supervisor at her office in Cairo to have her check on why the shadow in a ninth floor apartment window hundreds of miles away is not moving she uses one of the new Whirlygig drones her office is testing to take a look. What she sees is an assassin with a computer controlled long gun getting ready to shoot someone at an international conference on limiting Iran's nuclear ambitions. The assassin runs leaving behind only a few pictures and a fingerprint. When Greta and her team investigate they discover that someone in Egypt is in the market for an atomic bomb and appear to have the money to pay for it. This is puzzling since everyone knows buying one atomic bomb is a national death sentence if you ever use it because one of the neighbors will immediately send you half a dozen more for free. The logical conclusion is terrorists because they don't have a country to bomb in retaliation, but they also don't have the money to buy a bomb. When Greta notifies EUOPS headquarters about what she's found out she is told to set down, shut up, and join in an operation where everyone is double crossing everyone else.
