The skills required to help handicapped persons become employed do not exist naturally in modern society. Three skill sets include learning what functions remain with what handicaps, learning what jobs exist in the client's ares, and negotiating the hazards of government welfare, disability support, and family dependency. Once these skills exist, the rehabilitation counselor has some likelihood of succeeding with some clients. It is always an uphill battle. Prejudice, ignorance and fear of the handicapped are present in every prospective employer.
