The Witch's Bargain: Penny and John and One-eyed Zach and the Witch in the House on Postman's Hack A. T. Salem

When Penny and John Martinez go into foster care, their new guardian doesn't know a thing about raising children. Her sandwiches are mayonnaise and peanut butter. Her house is rickety and rotten. Abigail McKinney does not know how to do anything normally, but stranger still is what she can do. Abigail can levitate furniture, talk with seals, and fly. Banished from a magical world, Abigail offers the children a bargain: if they will help her return home, she will find the perfect family to adopt them. But what adventures they have along the way!
