Frank was a middle aged man, who ran an antique business. He became very aware of ordinary people relying on the justice system of the United States and getting very little justice from that system. They got a lot of law, but little justice. He saw a lot of people suffering from criminals who had friends in the justice system. The criminals were not paying the price for their crimes and the people who were victims, had no recourse. He decided to give them recourse. In his travels to find antiques for his very legitimate business, he offered his services to people who had received very little to no justice from the law.
