The Second American Civil War has broken out. The United States is no more. Dakota is in a death struggle with Pacifica and Dakota is losing. Red Mercury Rising is based on the Somerton Man case where an unidentified man was found dead on a beach in Australia in 1948. He had a scrap of paper in his pocket with the Persian phrase tamám shud, meaning "ended" or "finished". Red mercury refers to the hoax compound used to build nuclear bombs.
