The installation of two pulp mills on the territory of Uruguay has not accepted by Argentina, which considered that Uruguay infringed the bilateral treaty of the River Uruguay (the so-called 1975 Statute of the River). One of its clauses sets up the competence and jurisdiction of the ICJ. It must be examined what the ICJ decided and what should have been said, with specific mention of the Separate Opinion of the Judge Cançado.
