Although human Rights and development aid have a common goal ? the realization of human freedom, their conceptual compatibility cannot be taken for granted, and needs to be articulated in a clearer and more profound way than is attempted by extant formulations. An effective linkage of human rights and development aid at the theoretical and practical levels must take into account coherent set of conceptual parameters around which to link the two phenomena is, therefore, a precondition to their application in a more effective and mutually reinforcing manner.
