With the advent of Information Technology and the electronic age (e-Age), one of its attendant benefits is e-Health, which is the application of Information Technology tools to medical practice. This work presents the design and deployment of a web-based Healthcare Information System that provides medical records which helps to provide timely access to patient data and information without the barriers of location. The system can be used by health care providers to store and retrieve patient information, write and give feedback to referrals by using a relational database for data management and a web based Graphical User Interface (GUI) specifically designed for EMR. In addition, the system is designed to improve the quality of health care delivery, minimize the institution's costs, improve and restructure time management, increase training capabilities, improve remote patient record access and increase patient satisfaction by reducing waiting times. The Covenant University Health Center was used as a test-bed for the application. This system is a contribution towards attaining the Millennium Development Goal on Health Care.
