Road Performance and Rehabilitation: Pavement Performance Measurement and Models for Low Volume Roads

Pavement Performance Models and methods of performance measurement have been developed for managers of major road networks. They require the substantial investment of resources to run, that are normally beyond the capacity of Local Government Authorities wishing to apply them to the low volume road network under their control. This work reviews the range of measurement means available and discusses their application in the Local Government situation. A review of some of the Pavement Performance Models is made and their utility for application to low volume roads is canvassed. Finally, a study is made of the development of Performance Models for Local Government pavements in the Melbourne, Victoria, Australia region. This work should appeal to Local Government Authorities who have to provide low volume road infrastructure and manage the performance and rehabilitation. It should be of interest to Infrastructure Asset Managers, Engineering practitioners, academics and researchers in the field of Road Engineering.
