Sconi Roni is the leader of an organization of strip club owners and after hour spot operators that call itself the Metropolitan Council of Pimps. Each MCP member assigns a girl who functions as his Number One. Competition for these coveted positions is fierce because Number One's share in the profits, recruiting and management of the other girls. This coalition pays city officials an agreed upon monthly fee for the privilege of conducting its illegal business practices without interference from the authorities. When the Detroit City Council and local church leaders openly question Mayor Thomas Redding's willingness to regulate the controversial, seedy nightlife entrepreneurs, Redding responds to the pressure by ignoring the advice of his partner, Homicide Detective Eddie Jones, and makes significantly higher financial demands of the MCP. It's a decision that could lead to dire consequences for everyone involved. Fresh out of jail, Jackie Sugar rejoins his partners, Rich Rob and Lil Kev, and together they continue methodically building and expanding their criminal empire within southwest Detroit. Meanwhile, Stick Up Teddy and Ricochet lead a band of thieves that wreak havoc; terrorizing the entire city's underworld.
